How to file a UPI complaint with the RBI and NPCI (failed payments, fraud, and auto-reversals)

A UPI payment shows "Processing" or "Failed", but the money leaves your bank account. A merchant claims they never received your payment, while your app says successful. Or worse, you fall victim to a UPI collect-request or QR code scam.

With billions of UPI transactions processed every month in India, glitches and disputes happen every single day. The Reserve Bank of India (RBI) and the National Payments Corporation of India (NPCI) have a strict, multi-tier escalation framework and legally mandated auto-reversal timelines to protect consumers.

Here is the step-by-step guide to recovering your money, claiming mandated compensation, and escalating all the way to the RBI Ombudsman if your bank does not fix it.

The 4-step UPI dispute escalation ladder

Never jump directly to the top — UPI complaints must follow a designated escalation sequence. If you skip steps, regulatory portals will redirect you back.

Step 1: UPI App Dispute (Google Pay, PhonePe, Paytm, BHIM, Cred)
   ↓ (If unresolved within 3 to 7 days)
Step 2: Remitter / Beneficiary Bank Grievance Cell
   ↓ (If unresolved / rejected)
Step 3: NPCI UPI Dispute Redressal Mechanism (npci.org.in)
   ↓ (If 30 days pass or bank refuses resolution)
Step 4: RBI Integrated Ombudsman (cms.rbi.org.in / Helpline 14448)

Step 1 — Raise a dispute inside your UPI app

Every UPI app (Google Pay, PhonePe, Paytm, BHIM, Amazon Pay, Cred, Navi, etc.) is required to provide an in-app dispute button for every single transaction.

  1. Open your UPI app and navigate to Transaction History.
  2. Tap the failed or disputed transaction.
  3. Tap "Have an issue with this transaction?", "Raise Dispute", or "Report Problem".
  4. Select the exact issue: Money debited but not credited to recipient, Paid twice, or Transaction timed out.
  5. Note the UPI Reference ID / 12-digit UTR Number (e.g., 412345678901). This UTR is the universal tracking number shared across all banks and NPCI.

In most temporary network timeouts, the automated settlement between the remitter bank and beneficiary bank completes within 24 to 48 hours, reversing the funds to your account.


Step 2 — Complain directly to your bank

If the money is not credited or reversed within 48 hours, the UPI app acts only as a Third-Party Application Provider (TPAP). The legal liability to account for funds rests with your bank (the Payment Service Provider / Issuer Bank).

  1. Visit your bank's official grievance redressal portal (e.g., SBI CRCF, HDFC Grievance Portal, ICICI Customer Care).
  2. Lodge a complaint under Digital Payments / UPI.
  3. Provide:
    • Your account number.
    • Date and exact timestamp of the transaction.
    • The 12-digit UTR number.
    • Screenshot of the debit SMS and the app transaction screen.
  4. Save the Bank Complaint Ticket / Service Request (SR) Number.

Step 3 — File a dispute on the NPCI portal

NPCI operates the underlying UPI infrastructure. If both the app and your bank pass the buck, NPCI runs an official online UPI Dispute Redressal Mechanism:

  1. Go to npci.org.in.
  2. In the top navigation, select "What We Do""UPI""Dispute Redressal Mechanism" (or search NPCI UPI complaint).
  3. Under the Complaint tab, choose Transaction.
  4. Select the Nature of Transaction (Person to Person / Person to Merchant), Issue (Money debited but recipient did not get, Transaction timed out, Incorrectly transferred, etc.), Bank name, UPI ID, and the 12-digit UTR number.
  5. Upload your bank statement snippet showing the debit.
  6. Submit the form. NPCI coordinates directly with both remitter and beneficiary banks to track the inter-bank clearing ledger.

Step 4 — Escalate to the RBI Ombudsman (Banking Lokpal)

If your bank does not resolve the issue within 30 days, if they reject your dispute, or if they offer an unsatisfactory reply, you are legally entitled to escalate to the RBI Integrated Ombudsman.

  • Cost: Free for all consumers.

How to file at cms.rbi.org.in:

  1. Click on "File a Complaint".
  2. Enter your name, mobile number, and authenticate via OTP.
  3. Select your bank from the list of Regulated Entities.
  4. Confirm that you have already complained to the bank and that 30 days have passed (or attach their rejection reply).
  5. Choose Payment Systems / Electronic Banking / UPI under complaint category.
  6. Enter the dispute details, UTR number, and upload copies of your original bank complaint and bank account statement.
  7. Submit and record your RBI Complaint Registration Number.

The RBI Auto-Reversal Rule: Mandated ₹100/day compensation

Many consumers are unaware that RBI mandates strict Harmonisation of Turnaround Time (TAT) for failed electronic transactions (RBI Circular DPSS.CO.PD No.629/02.01.014/2019-20):

ATM Cash Withdrawal Card / UPI ATM cash debited, but cash not dispensed. T + 5 calendar days ₹100 per day of delay beyond T + 5.
e-Commerce / Merchant Payment Account debited, confirmation not received at merchant. T + 1 working day ₹100 per day of delay beyond T + 1.

Crucial Rule: The bank is legally required to pay this ₹100/day compensation suo motu (on its own) into your account without you having to ask. If your bank delayed the reversal and did not credit the penalty, highlight this RBI circular explicitly in your RBI Ombudsman complaint.


If you were scammed or defrauded (Act within the Golden Hour)

If your issue is not a technical failure but a cyber scam (phishing link, fake customer care number, fraudulent remote screen-share app like AnyDesk, unauthorized SIM swap):

  1. Call 1930 immediately: The Ministry of Home Affairs runs the National Cybercrime Reporting helpline (1930). Calling within 2 to 3 hours of the fraud allows law enforcement and banks to freeze the funds before the scammer withdraws them at an ATM.
  2. File at cybercrime.gov.in: Submit transaction details, screenshots, fraudster's phone number/UPI ID, and bank statements.
  3. Block your card / UPI: Request your bank to temporarily freeze UPI access and net banking credentials to prevent further drainage.

When a server downtime affects thousands

Individual UPI disputes can take weeks when dealt with alone. When a major bank's UPI switch goes down or an app gateway misroutes thousands of debits on a festival day, banks often issue blanket automated replies blaming "network latency".
